Police A: The committee that the president established to determine the paths that should be followed to reform and strengthen the work of the Nigerian police, met today in Port Harcourt in Rivers State. The committee is under the leadership of the former assistant inspector general of the police. Alhaji Muhammadu dan Noha Dami listened carefully to the suggestions from the public on the paths that they thought he should take to strengthen police work here in Nigeria. After the end of today’s committee session, I asked one of the committee members, Alhaji Bashiru Alabasu, the former assistant inspector general of the Nigerian police, about the specific job of their committee, for which they came to hear the public’s opinion. B: As you know, as all Nigerians know, all matters of security for the country, besides national defense, is the responsibility of the police. In the current circumstances, as you know, security matters are in real trouble. Because people are always complaining that someone is killed there, someone is getting robbed there, somebody is raped, etc. People are really worried, because security is declining in Nigeria. This is what worried Nigerian president Chief Olusegun Obasanjo and he worried about every responsible Nigerian. Because of this, we … he, Mister President thought that he should bring together … former policemen and those responsible for this country’s security, to look and see what could be done to improve security so that people could rest easy. A: Isn’t establishing this committee related to the police’s threat to call a strike recently? B: Ah, even before there was talk of this threatened strike, Mister President had already established this committee. So that, from talking about establishing this committee to now, it has easily been more than thirty days. A: Alright, long life to you, long life to you [expression of polite respect] … ah … seeing that the reputation of the police has declined substantially in the public eye, are there paths that you will follow in this committee in order to restore the reputation of the police in the eyes of the public? B: Yes, the first issue is the work that the president, Mister President, is responsible for. One knows how one will follow on these things that he lays down, to restore the value and fairness and good work of the police. This restoration of … the value of the police is to improve their work. If a policeman -- A: Alright, now -- B: -- if a single policeman goes out to a village, and does his job properly, the integrity of these policemen, by this measure, would be restored. A: So, regarding the bribery that is widespread in the work of the police in Nigeria, such that they don’t have full control, especially on the matter of their wages and their issues. Ah, will the committee look into these problems as well? B: All this, as he has said, the first issue we will look at is which path should be followed to look at reducing the accusation that is made toward the police regarding corruption; which path will be followed to look at improvement between them and the rest of the public in town; which path will be followed to look at making sure they do their work as required. That they arrest a person in a manner required to arrest him. That they bring him to court when it’s necessary to bring him to court. That one passes judgment on him when it’s necessary to pass judgment on him. So, this major thing -- A: That was Alhaji Bashiru Alabasu, one of the members of the committee that the president has appointed to reform the work of the police in Nigeria. Also Barrister Rupert Godwin, chief prosecutor in Rivers State, and who advised the committee, said the committee came at just the right time to restore the police, without limit, on the matter of neglecting to pay them adequately for their work. Barrister Rupert Godwin said he thought some of the issues the committee should focus on must include the issue of how to avoid disciplining the policemen who wanted to step up the recent strike. And that it gives to every Nigerian his opportunity to say how to strengthen the policeman’s work, because it is important that every Nigerian know the kind of money and how much of it is given to the policeman. In order to avoid bribery among the public, he said it must never let the policeman become impoverished, which could cause him to accept bribes, and what people don’t know the police have, and people should not say that the police guard law and order. People said they are taking bribes. Thus Barrister Rupert Godwin called for the dissolution of all agencies related to the so-called police welfare, because he said the presence of these bureaucracies is what has brought delay in paying the police their salary, and pension, and compensation to their families when the policemen lose their lives. Many people who pay attention to current affairs in Nigeria think that the president’s establishment of this committee is not unconnected with the police’s threat to embark on a general strike, since they think that their right has been taken, and they have not been paid their salary increase. And the salary that they are given is not adequate when one compares it to the kind of work that they do. Keeping law and order is not an easy task in Africa's most populous, 130.2 million (UNcensus,2005) country, Nigeria. Frequent demonstrations triggered by social, religious, and economic desparities resulted in thousands of deaths over the past few years. Authorities confront corruption to clean the country's image and restore peace and democracy. Corruption and insecurity are also factors that investors look at with hesitance to invest in the oil rich country with frequent riots in the Delta region where the oil is. Authorities are facing challenges to keep the country together and insure democratic elections. These elections are significant in term of demacracy because for the first time in decades, Nigerians would see an elected President succeed another elected one without any military action.
