Forum

A: A meeting has taken place between Nigerian Vice-President Atiku Abubakar and the former leaders of Nigerian military regimes, General Muhammadu Buhari and General Ibrahim Babangida, under the leadership of General Yakubu Gowon and other elder statesmen from northern Nigeria, on the occasion of power returning to the North of the country. The meeting was seen as a step that they would use to explain measures, a kind of exhortation that the elders would make to these members of the public to keep them from humiliating each other in the market. After the meeting was completed, I consulted Senator Abba Aji, a respected old legislator from northern Nigeria, to hear if he thought that this was a worthwhile meeting of leaders, and he said: B: They came and gathered … when they gathered … they listened intently to each other … everyone knowing where he stood … and gave his opinions and reasons and such. They also looked at … those who had … some … problems. And some who … they thought … they had an opinion on what they would do for the North and what they would do for Nigeria or both … ah … one more than the other. Because then they said … ah … in this business of politics … since they knew only one person would become President, the others should not have misfortune. One would bring ministers, others would bring ambassadors, another would bring … it would go like that. But it is incumbent upon us to go with one person. When we elect this one person, we must elect a southerner who will become vice-president, a person whom the southerners ah … who will have great support from there. A: What will they make of the problem of corruption and accepting bribes; people keep saying that a very clean person must be elected. Is there not one who would come and keep on having problems with investigations surrounding him? This is how ... one will come out ... with a problem seeing that, these rivals, especially ... ah ... Babangida and Atiku, on whom the EFCC [investigating agency] is keeping close eyes. B: Yes, it is said that on shower day, you don’t conceal your navel. In truth, it’s not necessary that we take out one person, what’s needed is that the one person whom we take out is a person who we won’t come to find at fault. Because ... ah ... we support the EFCC publishing all the names of people who have been found corrupt in this country, especially as it gives advice and arbitration, etc. And we want a northerner to govern this country, but we would prefer a good one, or someone who, as you say, is very clean. A: That was Senator Abba Aji. He was speaking with me in Abuja. On the other side, I consulted a commentator on Nigerian affairs, Alhaji Bashiru Baba, to hear if he thought that this meeting would have any effect. C: They are the ones on whom God placed a high position as our leaders here in the North, they’re the most important ones. One either likes them or not. They conceal what is between them, unilaterally; they have stayed on the sidelines until they now have no choice. Because now it’s certain that every one among these three wants to become president, in next year’s election. But each one of them also understands that the Obasanjo who has the government now, he’s not prepared to give up leadership to anyone among them. It’s certain that there are all signs of this. General Babangida, he didn’t care much until they took away his son. Ah, people said many different things, you see, from the time that they arrested Babangida’s son, indeed one started taking a real close look. Because of this, we were saying, we were telling them to keep on looking for the public’s benefit. The leader had already attacked them, all for nothing that they found now, of the world even, if besides them leadership of the community, we kept telling them to understand this, but they refused to understand. B: Alright, but how would they win in the southern parts of Nigeria now; they are boasting that the government here, at that time, they want to set it. C: Mmm, well, you ... work carefully, as the saying goes, its better than looking at your watch. These southerners who are doing these things, they’ll take the opportunity; it’s politics, after all. When you see somebody of this type, who doesn’t want to accept the leadership, at least he wants, when one establishes leadership, one does not forget him, one appoints him to an office. The one thing the northerners must do is keep on doing things carefully so they’ll be accepted. Because you see, I don’t agree with how, for example, our northern politicians, and every political party from which they draw, are saying let the leadership return to the North, let the leadership return to the North; this is not correct. Zoning offices from a particular area, that’s the work of the party. This must be left to the party, as everyone wants it, so that the national community can elect whom they want. A: That was Alhaji Bashiru Baba, a commentator on Nigerian affairs. Meanwhile, we now set our sights on how this meeting of northern Nigerian leaders is having an effect, and how the kind of struggles that are coming from the southern parts of Nigeria now, they will not bring the North to lessen this office, especially if one considers that Nigerian president Olusegun Obasanjo has come out publicly to show that, now speaking of the position of president, that every part of Nigeria can come out and challenge. That is, those from the western districts of Nigeria who say they will not come out to seek this position. It is clear that president Obasanjo has not reflected on the need for shared government, which brings a northerner to the seat of power, that is ... which brought benefit in the year nineteen ninety-nine. Umar Faruku Musa, Voice of America, in Abuja, Nigeria.

Reuben Abati, the Chairman of Nigeria’s Guardian newspapers and one of the country’s leading political commentators, said democracy in Nigeria has become a “kind of blackmail” and because of this “the Nigerian people have found themselves in the position where, oftentimes, they will take anything - because the alternative is difficult to contemplate, the alternative of military rule.” “We complain about authoritarianism; we complain about civilian democracy, but I think that the Nigerian people – if they are asked to make a choice – they will say, ‘Yes, democracy with all its problems is still better.’” Nevertheless, Abati maintained that the political process ahead of the polls had been “exclusive” because a belief among many of the country’s powerful that Nigeria’s next President should hail from northern Nigeria. Abati warned that the “ethnic politics of regionalism” was a “dangerous game”. “The north may take power back, but there are aggrieved nationalities – over 400 ethnic nationalities in Nigeria – who are raising questions about their place in the Nigerian arrangement. The emergence of the north and the power in their hands again, could fuel these feelings of marginalization.” http://www.voanews.com/english/Africa/Nigerians-Facing-Democratic-Blackmail-Ahead-of-Polls.cfm

<eng-response>This is a report on a forum organized and attended by some political leaders and former military heads of state from northern Nigeria. According to the reporter Omar Farouk Musa, the focus of the political leaders is to ensure that political power remains under the control of a northern Nigerian. This interview with a social critic and one of the senators shows that northern Nigerians believe that God elected the northern leaders to lead their people, but the debate is on the legitimacy of one region holding total power. Both speakers agree that the chosen person should be clean and patriotic enough to lead the country as one. Nigerians will also be happy with whoever becomes the President as long as he is free from corruption.</eng-response>

<eng-response>The main point of this objective report is that the political leaders and former military leaders who organized the forum anticipate that the next Nigerian President will be from the north. Two different sources describe the key factors in determining who the next president should be. A senator supposes that the forum will give room for selection between northerners and ultimately the chosen person should work with a good leader from the south. The second source, a critic, asserts that northerners are leaders, yet they need to have a united front against southerners who also want leadership, and must choose the President in a democratic way. Both agree that fairness and corruption should be taken into account in the election process. Northern Nigerians are waiting to see the effect of the forum on the presidential election.</eng-response>

<eng-response>This report by Omar Farouq Musa from Voice of America discusses past military leaders and other respectable people from the north in an attempt to see that the next Nigerian President comes from the north. He interviewed some of those who attended the forum to find out what the outcome will be and to inquire about the the origin of bribery and corruption in Nigeria. One senator stated the importance of electing a good leader who is not corrupt and has a solid background in serving the country. The northern leaders should elect one candidate for President and one for Vice President from the south to balance the power. According to Omar Farouq Musa, northern Nigerians are waiting to see what will come out of the forum as the south is also fighting to win the highest post at the upcoming elections.</eng-response>
