African Union calls for a National Unity Government in Zimbabwe The African Union has passed a resolution calling for the formation of a government of national unity in Zimbabwe, following the disputed election of President Robert Mugabe. Conferring behind closed doors in Egypt, the organization’s leaders also proposed moving forward with a dialogue between the government of Zimbabwe and the country’s opposition. The resolution was adopted on Tuesday after Botswana made a strong argument that Zimbabwe be suspended from the African Union and the Southern Africa Development Community. The vice-president of Botswana, Mompati Merafhe, said that last week’s run-off election in Zimbabwe did not confer legitimacy on the government of President Robert Mugabe. Diplomats at the closed-door summit said that the leaders of Nigeria, Liberia and Sierra Leone also spoke strongly about the lack of legitimacy in the Zimbabwe election. A spokesman for the Egyptian government, Hossam Zaki, said that President Mugabe gave a long speech during the summit, in which he also used strong language against African countries that were criticizing his regime. Earlier on Tuesday, leaders of the opposition MDC party and the ruling ANU-PF party suggested that they have no interest in any political dialogue. In an announcement made in the capital city of Harare, MDC Secretary-General Tendai Biti said the discredited June 27 election put an end to any prospects for settling Zimbabwe’s political crisis. Also speaking at the African Union summit in Egypt, Zimbabwe’s presidential spokesman George Charamba rejected calls for a Kenya-style power-sharing arrangement, saying that Zimbabwe is not Kenya. |

African Union Meeting on Zimbabwe
1. The African Union (AU) was formed in 2002 with the aim of protecting the security of Africa. The Organization was formed from the Organization of African Union founded in 1963 on the policy of state sovereignty and noninterference. The policy drew criticism throughout the 1990s for its lack of intervention as crises unfolded in Rwanda, the Democratic Republic of Congo, and Somalia. Morocco remains the only African country that is not a member of the Organization and the headquarters is in Ethiopia. Recognized by International bodies, “The AU is the world’s only regional or international organization that explicitly recognizes the right to intervene in a member state on humanitarian and human rights grounds,” writes Roberta Cohen, senior fellow at the Brookings Institution, and lawyer William G. O’Neill in the Bulletin of the Atomic Scientists. In its intervention, the Union urged the president of Zimbabwe to compromise with the opposition party which he resisted. Mugabe has falsified parliamentary elections in 2000 and 2005 in order to prevent a victory of the opposition Movement for Democratic Change, led by the 56 year old trade unionist Morgan Tsvangirai.

Mr Mutambara now heads the faction, previously led by secretary general Welshman Ncube, that favored participation. The public saw Mr Mutambara’s appointment as a move that will help quell the accusations that the party is driven by ethnicity. Although he was a noted student leader in the late 1980s, his involvement in politics ended long before the MDC was founded. He has an academic record that is admired by many including his political detractors. He holds a PhD from Oxford University in Robotics and Mechatronics, and held professorships in that field in several US institutions. He has published three books on engineering.
